Separate agency access
Each client agency is its own agency on the platform, with its own users, its own records and its own access. Serving several of them does not merge them into one.
One working context at a time
A biller works inside an agency. Queues, claims, documents and reporting are that agency's for as long as that is the context, so the separation is a property of the system rather than a discipline the biller has to maintain.
Operator permissions, per agency
